Settlers from the East came to the area after gold was discovered on Little Dry Creek in 1858. The first permanent settler, Pleasant DeSpain, built his home in 1870 and the area became known as DeSpain Junction. Other early settlers included Edward Bruce Bowles, well known horse breeder, who was a motivating force in bringing the railroad to town in 1881. After wealthy real estate developer C.J. Harris arrived and purchased a great deal of land, the town was renamed Harris Park. In 1911, when the town was incorporated, it was finally renamed Westminster in honor of Westminster University.
